SSOA or Skynet?

I was reading Sys-Con's Java Developers Journal and saw the item on SAIC's development of a dynamic Semantic SOA Solution (SSOA) on a recovery-oriented Service Fabric. Did you get a sense of deja vu? I did when I read that it is supposed to be self-assembling, self-healing, self-managing, self-scaling and self-auditing, apparently limiting humans to just throwing the switch and it is being demonstrated at the Department of Defense Intelligence Information System Worldwide conference. I saw this in a series of movies starring the Governor of California...wasn't it called SkyNet?
